Creates a rebuttable presumption that pandemic infections contracted by covered workers are occupational diseases arising from employment, with the presumption only rebuttable by clear and convincing evidence.

Defines covered persons as law enforcement officers, firefighters, EMTs/paramedics, health care workers, and essential service workers employed by state or local government, as well as volunteer firefighters meeting statutory requirements.

Appropriates $5,000,000 in nonrecurring funds to the Office of State Human Resources for the 2020-2021 fiscal year to settle coronavirus-related workers' compensation claims filed by state employees, with funds available until December 31, 2020.

Requires local governmental employers to credit health care workers and first responders (law enforcement, firefighters, EMTs, paramedics, and volunteer firefighters) for any sick or vacation leave taken to comply with coronavirus quarantine orders.
