North Carolina Ports Authority shall implement measures addressing port utilization, throughput, gate times, and ship turnaround times at the Port of Morehead City as part of five-year strategic planning.

Ports Authority must adequately assess maritime port service quality dimensions and factors identified in Program Evaluation Division Report No. 2019-07 on state ports at Wilmington and Morehead City.

G.S. 136-263 amended to require State Ports Authority provide adequate equipment and facilities including container cranes at Morehead City and Wilmington ports to maintain and encourage growth in containerized cargo shipping at both ports.

Ports Authority shall submit annual status reports to the Joint Legislative Transportation Oversight Committee, House Appropriations Committee on Transportation, Senate Appropriations Committee on the Department of Transportation, and Fiscal Research Division regarding implementation of an environmental management system (EMS), beginning no later than June 30, 2020.

Act becomes effective upon passage into law.
