Requires Governor to submit statewide emergency declarations to Council of State for majority approval within 24 hours before taking effect.

Statewide emergency declarations must cover more than 67 counties and automatically expire on the eighth legislative day of the next General Assembly session unless approved by joint resolution with majority votes in both chambers.

Prohibits the Governor from banning religious organizations or entities controlled by religious organizations from meeting in worship buildings located within emergency areas, though the Governor may request limiting occupancy to 20% of maximum capacity.

Appropriates $50,000 in nonrecurring Coronavirus Relief Fund monies for fiscal year 2019-2020 to purchase personal protective equipment and life safety supplies, distributed equally among the Department of Revenue, Department of Transportation Division of Motor Vehicles, and State Board of Elections.

Unexpended appropriated funds as of June 30, 2020 shall remain available for authorized purposes under federal law rather than reverting to the General Fund.
