Increases maximum weekly unemployment insurance benefit amount from $350 to $425, effective August 1, 2020.

Modifies weekly benefit amount calculation to use wages from two highest paid quarters of base period instead of average of last two completed quarters.

Creates new work-sharing program allowing employers to reduce employee hours (10%-60%) as alternative to layoffs, with participating employees receiving partial unemployment benefits.

Establishes eligibility requirements and application process for work-sharing plans, including employer certifications that health and retirement benefits continue during participation.

Appropriates $100,000 to the Department of Commerce Division of Employment Security for fiscal year 2020-2021 to implement the work-sharing program.
