Clarifies bingo licensing procedures by transferring authority from State Bureau of Investigation to Alcohol Law Enforcement Division of the Department of Public Safety, effective October 1, 2020.

Maintains annual bingo license application fee of $200 and beach bingo license fees of $300 for initial application and $300 for annual renewal.

Specifies requirements for exempt organizations conducting bingo games, including property ownership/lease restrictions (monthly rental cannot exceed 1.25% of assessed tax value), mandatory member presence, and compensation limits (not to exceed 1.5 times minimum wage).

Allows exempt organizations to obtain limited occasion permits for annual or semiannual bingo games with simplified reporting requirements compared to regular licenses.

Expands grounds for granting continuances in civil and criminal proceedings to include service on any board, commission, or authority as an appointee of the Governor, Lieutenant Governor, or General Assembly, effective December 1, 2020.
