Appropriates $40,200,000 in recurring General Fund dollars to the Community Colleges System Office for the 2020-2021 fiscal year to fully fund enrollment growth at North Carolina's community colleges

Appropriates $62,000,000 in recurring General Fund dollars to the Community Colleges System Office for the 2020-2021 fiscal year to fund a 5% legislatively mandated salary increase for local community college personnel, effective July 1, 2020

Excludes from the 5% salary increase any employees separated from service due to resignation, dismissal, reduction in force, death, or retirement, and any whose last workday is prior to June 30, 2020

Excludes from the salary increase any payroll checks issued after July 1, 2020 that represent payment for services provided before July 1, 2020

Takes effect July 1, 2020
