• Modifies educator preparation program (EPP) performance standards to require annual reports including student demographics (race, sex, ethnicity), student proficiency data, educator satisfaction surveys, and quality metrics of entering students.

• Changes annual performance report requirements to track EPP applications, admissions, completions, licensure, employment, and retention of graduates in North Carolina, all disaggregated by race, sex, and ethnicity.

• Removes quality of entering students from performance measures in subsection (a) and adds it to annual report requirements in subsection (b).

• Establishes accountability status system assigning warned, probation, or revoked status to EPPs based on performance standard failures across overall and demographic subgroup performance over one to three consecutive years.

• Requires State Board to develop a performance-based weighted model for EPP comparison by February 15, 2020, and study two-year retention rates as a performance measure, with reports to the Joint Legislative Education Oversight Committee; authorizes small group exceptions to protect privacy when identifying individual program participants.
