Appropriates $75,000,000 in nonrecurring funds from the Civil Penalty and Forfeiture Fund to the Department of Public Instruction for the 2020-2021 fiscal year to increase Average Daily Membership (ADM) funding.

Transfers $3,923,230 from the School Bus Replacement Fund's cash balance to increase ADM funding for the 2020-2021 fiscal year.

Allocates $22,000,000 from the Coronavirus Relief Fund to the Department of Public Instruction specifically for low-wealth counties to address COVID-19 impacts on schools.

Authorizes funds to support schools' development of non-in-person teaching methods and provision of digital resources and staff development needed in response to the COVID-19 pandemic.

Becomes effective July 1, 2020, with all fund transfers required to be completed by August 15, 2020.
