The Alcoholic Beverage Control Commission must develop and post a written policy detailing guidelines for administrative penalties, circumstances for deviating from guidelines, justifications for different penalty severities for similar violations, and justifications for case dismissals, with at least 30 days' notice before any policy revisions.

The Commission must post annual reports by July 1 showing the percentage of permittees with alleged violations, percentage with repeat violations, percentage of consumption-related violations, and total dismissed violations with justifications for each dismissal.

Defines "alcohol consumable" as manufactured and packaged ice cream, ice pops, or gelatin-based food products containing at least 0.5% alcohol by volume, and incorporates this definition into existing alcohol beverage categories.

Updates bottle charge provisions for spirituous liquor to apply to nonbottled products at 1¢ per stock keeping unit for products containing 50 milliliters or less and 5¢ for products containing more than 50 milliliters.

The administrative penalty policy must be posted by October 1, 2020, and the first annual report must be posted within 30 days of enactment; most provisions related to alcohol consumables become effective December 1, 2020.
