Establishes a 23-member Joint Legislative Study Committee on Uniform Pretrial Release Procedures to study and develop recommendations on pretrial release standards and procedures in North Carolina.

Committee shall study uniform statewide standards for pretrial release programs, treatment of defendants who fail to appear in court or comply with payment judgments, conditions for release of defendants arrested for crimes with no jail time, and procedures and costs for a state-funded house arrest and electronic monitoring program.

Committee composition includes 2 Senate members, 2 House members, 2 General Assembly members appointed by Governor, 3 Senior Resident Superior Court Judges, 3 Chief District Court Judges, 2 public members, 1 attorney, 1 Sheriff, 1 Chief of Police, 1 victims' rights representative, and heads or designees of the Conference of District Attorneys, Administrative Office of the Courts, Indigent Defense Services, Conference of Clerks of Superior Court, and Magistrates Association.

Committee shall submit an interim report by September 1, 2021, and a final report by January 15, 2022, to the Joint Legislative Oversight Committee on Justice and Public Safety, then terminate.

Committee members receive per diem and travel allowances and have authority to request information and subpoena witnesses from state agencies.
