Appropriates $535,465 in recurring funds and $3,757,060 in nonrecurring funds for the 2020-2021 fiscal year to the Administrative Office of the Courts for the Human Trafficking Commission, Innocence Inquiry Commission, Sentencing and Policy Advisory Commission, and eCourts system implementation.

Restricts transfer of district attorney funds without Conference of District Attorneys consent and directs University of North Carolina School of Government to study the feasibility and cost of creating an Office of Prosecutorial Services by April 1, 2020.

Expands Criminal Justice Fellows Program eligibility from counties with populations under 75,000 to under 125,000, and increases court costs from $2.00 to $3.00 per criminal case to fund the Criminal Justice Education and Standards Commission.

Appropriates $2,914,274 in recurring funds and $64,385 in nonrecurring funds to the Department of Public Safety for Alcohol Law Enforcement, Adult Correction and Juvenile Justice, Emergency Management, and the National Guard Tarheel ChalleNGe Academy.

Authorizes State Capitol Police to create receipt-supported positions through contracts with state agencies, requires reporting on seized and forfeited assets to Departments of Justice and Public Safety, and allows reimbursement to counties for housing state inmates at up to $40 per day.
