House Bill 1096 Summary

• Repeals mandatory Board of Governors review of certain UNC human resources actions under G.S. 116-17.3.

• Modifies UNC Laboratory Schools program to designate at least nine constituent institutions to establish at least nine laboratory schools, with expanded immunity provisions and clarified operational requirements for facilities, transportation, food services, and student support services.

• Transfers $200,000 in nonrecurring funds from the Future Teachers of North Carolina program to provide administrative and technical assistance for the UNC Teacher and Principal Preparation Laboratory School Program by August 15, 2020.

• Directs UNC Board of Governors to study feasibility of accelerated undergraduate degree programs at constituent institutions, considering online education, summer terms, three-year degrees, and competency-based programs, with report due by March 1, 2021.
