Allows concealed handgun permit holders to carry firearms on educational property that houses both a school and a place of religious worship, but only outside of school operating hours.

Defines "school operating hours" as any time when curricular or extracurricular activities are taking place on the premises or when the premises are being used for educational, instructional, or school-sponsored activities.

Exemption applies only to handguns and does not apply to institutions of higher education, nonpublic postsecondary educational institutions, or property owned by local boards of education or county commissions.

Modifies G.S. 14-415.11(c) to allow the concealed handgun permit exception under G.S. 14-269.2(k1) while maintaining other existing prohibitions.

Becomes effective December 1, 2019, and applies to offenses committed on or after that date.
