Creates new Article 6 in North Carolina General Statutes Chapter 106 establishing warranty protection for defective agricultural equipment that fails to conform to express warranties.

Requires manufacturers to repair defective equipment reported during the warranty term or one year after original delivery, whichever is later, or replace the equipment with comparable equipment or refund the full cash purchase price including taxes and fees.

Establishes a presumption that a reasonable number of repair attempts have been made if the same defect is repaired four or more times but persists, or if equipment is out of service for 30 or more cumulative calendar days.

Allows consumers to bring civil actions against manufacturers for violations, with lawsuits required to commence within six months after warranty expiration or 24 months after original delivery, whichever is later.

Appropriates $100,000 for fiscal year 2020-2021 to the Department of Agriculture and Consumer Services for consumer education and enforcement; provision becomes effective January 1, 2021 for equipment sold on or after that date.
