House Bill 1105 - Coronavirus Relief Act 3.0

• Increased Coronavirus Relief Funds: Transfers $2.363 billion in additional federal Coronavirus Relief Fund to the state for COVID-19 response, with funds available until December 30, 2020 or federal deadline, whichever is earlier.

• Broad Economic Support: Allocates funds across education ($127 million for schools and universities), broadband expansion ($30 million GREAT Act), small business loans through Golden LEAF ($75 million), unemployment benefits ($87 million supplement), and health services (vaccines, testing, mental health, food banks).

• Disaster Recovery: Appropriates $24 million for earthquake recovery in Alleghany County, $27.8 million for Hurricane Florence recovery, and additional support for Hurricanes Matthew, Dorian, and Isaias relief efforts.

• Educational and Child Care Support: Provides $35 million for licensed child care provider grants, $20 million for child development assistance, and flexibility for virtual charter school enrollment increases for remote learning during COVID-19.

• Regulatory Flexibility: Authorizes state agencies to delay fees, permit renewals, and examination requirements through March 31, 2021 to protect business operations; extends local development approvals 120 days.
