Requires NPDES permit applicants to fully disclose all pollutants at or above practical quantitation limits in their discharge applications, including chemical abstracts service numbers where available.

Mandates that NPDES permittees receiving industrial waste containing PFAS must eliminate the PFAS prior to discharge into state waters, or require the industrial user to do so if elimination is economically impracticable.

Directs the Department of Environmental Quality to identify technology-based limits for detectable PFAS in new and renewed NPDES permits by June 1, 2021, with treatment sufficient to reduce PFAS to non-detect levels (below 10 ppt).

Appropriates $92 million in funding for drinking water treatment systems, water quality monitoring, PFAS destruction research, and matching grants to water systems for treatment infrastructure improvements.

Requires studies on PFAS in land-applied biosolids and landfill leachate by September 1, 2021, with authority for the Environmental Management Commission to adopt rules prohibiting disposal of contaminated leachate at wastewater treatment plants if PFAS cannot be practicably removed.
