Prohibits any person from knowingly manufacturing, using, or distributing PFAS (perfluoroalkyl and polyfluoroalkyl substances) within North Carolina or for export, with exceptions only for products specifically authorized or required by federal law

Defines PFAS as a class of fluorinated organic chemicals containing at least one fully fluorinated carbon atom

Establishes civil penalties of up to $5,000 for violations, or up to $25,000 if the violation involves hazardous waste, with repeat offenses subject to penalties up to $10,000 per occurrence and capped at $200,000 per month

Appropriates $100,000 in nonrecurring funds to the Department of Environmental Quality for fiscal year 2020-2021 to support PFAS monitoring and enforcement activities

Takes effect immediately upon enactment
