Amends G.S. 115C-12 to require the State Board of Education to offer at least five professional development courses for teachers in local school administrative units.

Courses must use at least one of three instructional models: instructor-led asynchronous learning with live sessions (25-35 participants), self-paced asynchronous learning (unlimited enrollment), or office hours/Q&A sessions (limited to 15-minute lectures).

Appropriates $350,310 in nonrecurring funds from the General Fund to the Department of Public Instruction for the 2020-2021 fiscal year to develop and implement the courses, including equipment, personnel, registrations, technical support, and hosting fees.

Responds to COVID-19 disruptions to professional development delivery and leverages the North Carolina Virtual Public School's infrastructure with the North Carolina Center for the Advancement of Teaching's content expertise.

Becomes effective July 1, 2020.
