The Friday Institute for Educational Innovation at North Carolina State University shall conduct a study on establishing a fixed in-state tuition rate of $2,500 per semester for four academic years at UNC constituent institutions (excluding NC Promise Tuition Plan participants).

The study must examine feasibility of implementation beginning in the 2021-2022 academic year, economic impacts on families and student loan debt, enrollment effects by institution, and sustainable costs for campuses already near the $2,500 per semester rate.

The study shall analyze state appropriations obligations to cover reduced tuition receipts and enrollment changes, financial impacts of fixed fee policies on campus projects and programs, and the extent to which fees may be increased for student services.

The Friday Institute shall report findings to the Senate Appropriations Committee on Education/Higher Education, House Appropriations Committee on Education, Fiscal Research Division, and Joint Legislative Education Oversight Committee by February 1, 2021.

$100,000 in nonrecurring funds is appropriated from the General Fund for the 2020-2021 fiscal year to conduct the study, effective July 1, 2020.
