Authorizes the City of Roanoke Rapids to levy a one percent (1%) local sales and use tax in addition to all state and local sales taxes, subject to voter approval in a referendum.

Requires the city council to pass a resolution and provide 10 days public notice before implementing the tax following a majority referendum vote.

Revenue from the tax must be used exclusively for payment of debt service on debt incurred to finance the Roanoke Rapids Theatre.

Establishes that the city council may terminate the tax by resolution without a new election when the theatre debt is paid or 15 years after the tax becomes effective, whichever is earlier.

Exempts food purchases exempt from tax under state law and bundled transactions from the local sales tax.
