Establishes the Hunger Free Campus Initiative requiring UNC constituent institutions and community colleges to address student hunger and food insecurity through new or expanded programs and community resources.

Mandates constituent institutions implement policies including: designating a campus employee for meal plan enrollment assistance, establishing on-campus food pantries or distributions, creating meal sharing programs allowing students to donate unused meal credits, and naming an annual point-of-contact for volunteers.

Requires community colleges to implement similar policies: designating an employee for meal resource information, providing on-campus food pantries or distributions, and designating an annual point-of-contact to work with student volunteers.

Appropriates $1,600,000 in recurring funds to the Board of Governors for UNC constituent institutions ($100,000 per institution annually) and $5,800,000 in recurring funds to the Community Colleges System Office ($100,000 per community college campus annually), beginning with the 2020-2021 fiscal year.

Effective July 1, 2020.
