Permits student-athletes at North Carolina institutions of higher education to receive compensation for use of their name, image, and likeness related to athletic programs, effective January 1, 2023

Prohibits institutions, athletic associations, conferences, and the NCAA from penalizing, suspending, or declaring ineligible any student-athlete or team in response to a student-athlete receiving such compensation or hiring an agent

Requires student-athletes entering into compensation contracts to disclose them to their institution and ensure terms do not conflict with team contracts, with institutions required to identify and disclose any conflicts

Establishes an 18-member Study Committee on Student-Athlete Compensation with nine members appointed by each the Senate President Pro Tempore and House Speaker, tasked with studying fair compensation implementation and making recommendations to the 2021 General Assembly session

Appropriates $10,000 to fund the Committee's operations and consultant services, with the Committee terminating June 1, 2021, or upon filing its final report
