Appropriates $139,201,964 in General Fund monies for fiscal year 2020-2021 to expand early childhood education and K-12 public school programs across the Department of Public Instruction, University of North Carolina, and Health and Human Services.

Allocates $30 million to expand Disadvantaged Student Supplemental Funding (DSSF) based on county wealth levels and teacher-to-student ratios, with no unit receiving less than fiscal year 2006-2007 levels if wealth increases.

Expands the North Carolina Teaching Fellows Program with $2,987,500 in recurring annual funds (2021-2024) to provide forgivable loans for teacher education in STEM and special education, with loan forgiveness for service in low-performing or high-poverty schools.

Invests $10.5 million to increase North Carolina Pre-K reimbursement rates and $10 million for Smart Start local partnerships, plus $3 million to improve early childhood educator compensation and retention.

Creates competitive grant programs for school broadband connectivity ($5 million), develops racial bias curriculum for teacher preparation programs, and allocates $4.7 million for turnaround support to low-performing schools.
