Amends G.S. 126-15.01 to require the Division of Employment Security to exercise maximum flexibility in determining unemployment insurance eligibility for workers employed in industries requiring work in North Carolina and other states during a benefit year, with determinations made on a case-by-case basis.

Appropriates $100,000 from the General Fund to the Department of Commerce, Division of Employment Security for fiscal year 2020-2021 to study ways to mitigate effects of multistate work on unemployment insurance eligibility in North Carolina.

Requires the study to also examine how employers are affected by having employees who work in states other than North Carolina during the benefit year.

The appropriation section becomes effective July 1, 2020, while the remainder of the bill becomes effective upon enactment.
