Authorizes the Board of Trustees of the North Carolina School of Science and Mathematics to establish a western campus in Morganton, North Carolina.

Appropriates $3,340,591 in recurring General Fund money for fiscal year 2020-2021 to cover operating funds, equipment, supplies, and 46 new positions at the Morganton campus.

Adjusts state retirement contribution rates effective July 1, 2020, reducing General Fund appropriations by $3,340,591 to offset the Morganton campus funding.

Expresses legislative intent to appropriate additional funding: $2,608,160 recurring and $1,334,264 nonrecurring for 2021-2022; $3,822,474 recurring and $347,412 nonrecurring for 2022-2023; and $1,638,794 recurring and $33,336 nonrecurring for 2023-2024.

Becomes effective July 1, 2020.
