Establishes the Central Cancer Registry as the lead agency for cancer cluster investigations in North Carolina and requires it to maintain a dedicated web page with cancer epidemiologist contact information.

Creates a Cancer Epidemiologist position within the Central Cancer Registry to coordinate state-level cancer cluster activities, conduct cancer surveillance, monitor cancer rates statewide, and lead development of an enhanced statewide cancer cluster protocol based on CDC guidelines.

Establishes the Cancer Cluster Subcommittee of the Advisory Committee on Cancer Coordination and Control with 11 members including cancer epidemiologists, environmental health scientists, local health directors, a statistician, public members, and agency directors to meet quarterly and advise on cancer cluster protocols and activities.

Directs the Central Cancer Registry to develop and implement a one-year pilot project by October 1, 2020, to create a statewide environmental public health tracking web portal allowing residents to view aggregated environmental and health data by geography, cancer type, age, and other factors.

Appropriates $560,376 in recurring funds for fiscal year 2020-2021 to create six full-time equivalent positions (cancer epidemiologist, public health educator, GIS analyst, website developer, and two certified tumor registrars) and purchase software for cancer tracking and analysis.
