Allows local boards of education to transfer funds between allotment categories for the 2020-2021 fiscal year only, effective July 1, 2020, with specified restrictions.

Prohibits transfers out of funds for children with disabilities, students with limited English proficiency, and gifted students; prohibits transfers into the central office allotment category.

Permits conversion of classroom teacher and instructional support positions to dollar equivalents at the first step of the "A" Teachers Salary Schedule for State Board of Education-authorized purposes, except to hire the same type of position.

Allows conversion of school building administration funds for authorized purposes, with principal position funds converted at the first step of the Base column of the Principal Salary Schedule and assistant principal funds at the "A" Teachers Salary Schedule rate.

Requires the Department of Public Instruction to study the implementation and impact of the budget flexibility guidelines and submit a report by April 1, 2021, with $50,000 in nonrecurring funds appropriated for the study.
