House Bill 1142 Summary

• Aligns retirement benefits for emergency medical services (EMS) personnel with those of law enforcement officers under the Teachers' and State Employees' Retirement System (TSERS) and Local Governmental Employees' Retirement System (LGERS), effective July 1, 2020.

• EMS personnel become eligible to retire at age 50 with 15+ years of service or age 55 with 5+ years of service, and receive service retirement allowance calculations of 1.82% (TSERS) and 1.85% (LGERS) of average final compensation per year of creditable service.

• Establishes special separation allowances for State and local EMS personnel equal to 0.85% of base compensation per year of creditable service for those meeting age and service requirements.

• Requires State and local government employers to contribute 5% of EMS personnel compensation to the Supplemental Retirement Income Plan and extends Separate Insurance Benefits Plan coverage to EMS personnel.

• Appropriates $44,000,000 in recurring funds for fiscal year 2020-2021 from the General Fund to assist State agencies and local governments in implementing these benefit provisions.
