H1146 - Professional Teachers & Administrators Accountability Act

• Creates "contemporary salary schedule educators" category for teachers, assistant principals, and principals hired on or after July 1, 2020, with modified retirement benefits (1.82% per year of service instead of standard formulas).

• Raises salaries for contemporary salary schedule teachers to reach fifth in the nation by 2022-2023, with appropriations of $748 million (2020-2021), $1.6 billion (2021-2022), and $2.6 billion (2022-2023).

• Raises principal and assistant principal salaries with performance-based compensation tied to school growth scores, appropriating $33-103 million for principals and $21-71 million for assistant principals across three fiscal years.

• Increases minimum teacher assistant salaries by at least $10,000 and allocates $250 million for 2020-2021; establishes mentor teacher program with $170 million annual stipends and sabbatical leave for eligible teachers.

• Increases sales tax from 4.75% to 5.75% by 2022, corporate income tax from 2.5% to 6% by 2023, and individual income tax from 5.25% to 5.8% by 2022 to fund education initiatives; appropriates funds for HBCU funding, NC Pre-K expansion, and teacher support programs.
