Revises the definition of "low-income person" for North Carolina's Spay/Neuter Program to include individuals whose annual household income is lower than 300% of the federal poverty level guidelines (previously 100%)

Expands eligibility to include individuals who qualify for one or more public assistance programs administered by the Department of Health and Human Services under Chapter 108A of the General Statutes

Requires each county to establish rules or publish guidelines designating what proof low-income persons must submit to verify their annual household income meets the 300% federal poverty level threshold

Becomes effective July 1, 2020
