Repeals sections 8.22 of S.L. 2013-360 and 8.3 of S.L. 2014-100 that eliminated master's degree salary supplements for teachers.

Reinstates the "M" salary schedule or academic preparation salary supplements for certified school nurses, instructional support personnel requiring a master's degree for licensure, and teachers who received these supplements prior to the 2014-2015 school year.

Allows teachers who completed at least one course before August 1, 2013 toward a master's, six-year, or doctoral degree to receive salary supplements if they qualify under State Board of Education policy TCP-A-006 as it existed on June 30, 2013.

Permits teachers spending at least 70% of work time in classroom instruction related to their graduate academic preparation to receive supplements, with remaining time spent mentoring teachers, performing demonstration lessons, writing curricula, or developing staff development programs.

Excludes teachers with advanced degrees in school administration from salary supplements unless they qualify under prior provisions, and requires the State Board of Education to evaluate and report on education-based salary supplements by March 15, 2020.

Takes effect July 1, 2019.
