Establishes that the Town of Biltmore Forest mayor and three commissioners shall serve four-year terms, with elections held beginning in 2020 and quadrennially thereafter.

Moves municipal elections to the Tuesday after the first Monday in November in even-numbered years, conducted on a nonpartisan basis using the nonpartisan plurality method.

Cancels the 2019 municipal election, extending the terms of the current mayor and three commissioners until 2020.

Grants the Buncombe County Board of Elections authority to set the filing period for candidates seeking municipal office and to notify the Town of such deadlines, notwithstanding G.S. 163A-1620.

Takes effect upon becoming law and applies to all elections held on or after that date.
