Modifies G.S. 115C-84.2(d) to allow the State Board of Education to waive the requirement that student opening dates be no earlier than the Monday closest to August 26 upon a showing of good cause.

Permits local boards of education to set opening dates no earlier than the Monday closest to August 19 when the State Board waives the standard requirement, provided school calendars can accommodate sufficient makeup days for weather-related closings.

Defines "good cause" as schools in a local school administrative unit having been closed at least eight days per year during any four of the last 10 years due to severe weather, energy shortages, power failures, or other emergencies.

Applies exclusively to Polk County Schools and Transylvania County Schools.

Becomes effective upon enactment and applies beginning with the 2019-2020 school year.
