Reallocates unspent water and wastewater improvement funds from Guilford County to the municipalities of Oak Ridge, Stokesdale, and Summerfield for water infrastructure projects, with any remaining funds reverting to the General Fund by June 30, 2022.

Transfers specified parcels of the Stonewall Jackson Manual Training and Industrial School property to Cabarrus County Board of Commissioners for $1.00, including Frank Liske Park and the historic campus, subject to historic preservation covenants.

Grants the Department of Public Safety continued use of spaces on transferred Cabarrus County property for public safety and emergency management training, with priority scheduling over outside entities.

Establishes a pilot shellfish cultivation and water column lease program in Brunswick County effective July 1, 2020, through July 1, 2032, requiring the Division of Marine Fisheries to study the program and submit interim reports by January 1, 2027, and final recommendations by January 1, 2032.

Requires the Department of Administration to sell two Cabarrus County parcels with proceeds used to offset expenses incurred under the Stonewall Jackson property transfer.
