Requires the Division of Adult Correction and Juvenile Justice to administer COVID-19 testing to all incarcerated persons prior to release from prison.

Mandates notification to the county public health director and Local Reentry Council (if available) at least five days before an inmate's scheduled release date.

Requires county public health directors or Local Reentry Councils to use best efforts to provide COVID-19 testing, medical treatment, and quarantine to released persons if necessary.

Failure to provide required notice does not prevent or delay the release of an incarcerated person.

Appropriates $25,000 in nonrecurring funds to the Department of Public Safety for fiscal year 2019-2020 to implement the act, with expiration upon the Governor's rescission of the COVID-19 emergency executive order.
