Appropriates $500,000,000 from the Coronavirus Relief Reserve to create the Pandemic Safety and Temporary Jobs Fund, administered by the Office of State Budget and Management.

Grants funds to public entities including counties, cities, schools, universities, hospitals, libraries, health departments, and police/sheriffs' departments for pandemic health and safety measures and temporary job creation.

Creates up to 20,000 temporary job positions lasting 6-12 months with minimum annual compensation of $25,000, calculated at 80% of average pay for similar positions, prioritizing unemployed and underemployed individuals.

Requires funds to be available to all 100 North Carolina counties and prohibits displacement of currently employed workers.

Grants the Department of Commerce's Division of Employment Security maximum flexibility in determining unemployment insurance eligibility during the pandemic through December 31, 2020.
