Transfer $405,000,000 from the Coronavirus Relief Reserve to the Coronavirus Relief Fund for the 2019-2020 fiscal year, with funds remaining available to expend until December 30, 2020.

Allocate $150,000,000 to the Department of Public Instruction for purchasing Wi-Fi gateway router devices in school buses and community/home mobile internet access points (devices only, not subscription services).

Allocate $65,000,000 to the Department of Public Instruction for local school units to purchase computers and electronic devices for students and school personnel in response to COVID-19.

Allocate $25,000,000 for grants to public school units for extraordinary costs supporting exceptional children services and $25,000,000 for contracted school health support personnel providing physical and mental health services through December 30, 2020.

Distribute $105,000,000 to The University of North Carolina Board of Governors, $30,000,000 to the Community Colleges System Office, and $35,000,000 to the State Education Assistance Authority for private postsecondary institutions to cover COVID-19-related student and institutional support expenses.
