Students enrolled in classroom driver education between January and March 16, 2020 are deemed to have completed all classroom instruction requirements if they completed at least 15 hours of instruction before March 16, 2020.

Students who completed fewer than 15 hours of classroom instruction may take and pass a proficiency examination to waive the classroom instruction requirement.

All students enrolled in driver education during spring semester 2020 must complete a minimum of six hours of behind-the-wheel instruction before receiving a North Carolina Driver Education Completion Certificate.

The Division of Motor Vehicles shall waive the road test requirement for applicants seeking a limited provisional license if they meet all other requirements, effective until the Division resumes regular road test administration or 180 days from the act's effective date, whichever is earlier.

Ten thousand dollars ($10,000) in nonrecurring funds are appropriated to the Department of Transportation, Division of Motor Vehicles for fiscal year 2020-2021 to develop and maintain a list of individuals issued a limited provisional license following road test waiver.
