Appropriates $1,932,758 from the Coronavirus Relief Fund to UNC-TV for the At-Home Learning Initiative (AHL) to respond to COVID-19 impacts on student learning for fiscal year 2019-2020.

Allocates $907,758 for Phase Two to customize content for North Carolina students, meet state educational requirements through remediation and instruction, and feature North Carolina teachers to personalize student learning experiences.

Allocates $1,025,000 for Phase Three to expand distance learning across all technology platforms into all 100 North Carolina counties, including augmented reality field trips, teacher training, and specialized content for students with learning challenges or language barriers.

Requires UNC-TV to report progress on fund usage to the Joint Legislative Education Oversight Committee by September 15, 2020.

Restricts fund use to necessary eligible expenditures incurred between March 1, 2020, and December 30, 2020, with funds remaining available to spend through December 30, 2020.
