Appropriates $11,677,441 in federal Help America Vote Act (HAVA) funds and $2,335,488 in State General Fund match to the State Board of Elections for the 2020-2021 fiscal year.

HAVA funds shall be used to enhance voting equipment and election auditing, improve voter registration systems, protect against cyber vulnerabilities, provide training and communication, and assist with personal protective equipment and temporary staff for absentee ballot processing.

Appropriates $10,987,295 in federal CARES Act funds and $2,120,497 in State General Fund match to the State Board of Elections for the 2020-2021 fiscal year.

CARES Act funds shall be used to increase mail-in and absentee voting options, expand early voting and online voter registration, and improve in-person voting safety through personal protective equipment, additional voting facilities, and additional poll workers.

Requires the State Board of Elections to submit a report on fund usage to the Joint Legislative Elections Oversight Committee and Fiscal Research Division by February 28, 2021.
