Provides flexibility for Alamance-Burlington Schools to set school opening and closing dates outside the standard state requirements for local school boards.

Allows the State Board of Education to waive the standard opening date requirement (no earlier than Monday closest to August 26) and permit opening as early as Monday closest to August 19 upon showing of good cause.

Defines "good cause" as schools in the administrative unit having been closed 8 days per year during any 4 of the last 10 years due to severe weather, energy shortages, power failures, or other emergencies.

Applies exclusively to Alamance-Burlington Schools and becomes effective beginning with the 2019-2020 school year.
