Creates a 15-member North Carolina General Assembly Technology Task Force consisting of legislative leadership, staff, and public representatives from disabilities, lobbying, state agencies, and press communities.

Task Force must investigate and develop a five-year technology plan by end of 2020 to support remote work for legislators and staff, with particular focus on accessibility for people with disabilities and those with limited connectivity.

Task Force authorized to study how other states implemented public participation technology and to exercise subpoena powers to request information from state agencies and departments.

Appropriates $75,000 in nonrecurring funds for the 2020-2021 fiscal year to plan and deploy a one-year trial of closed captioning for legislative proceedings.

Act becomes effective July 1, 2020, with the Technology Task Force terminating by January 1, 2021 upon filing its final report to the Legislative Services Commission.
