State must allow broadband providers to install and operate equipment on existing state-owned structures and lease real property or grant easements for broadband infrastructure deployment on state land.

Department of Administration must finalize new broadband lease agreements within four months of receiving the complete application; if not finalized within four months, the department must enter into a lease according to the applicant's submitted terms.

Department of Administration must finalize lease renewals within two months of receiving the application; if not finalized at least two months before current lease termination, the current lease terms continue until finalized.

Department of Administration shall coordinate with Department of Information Technology to develop a streamlined lease process using modern technology including video conferencing, with all state agencies required to cooperate and participate.

Appropriates $250,000 in recurring General Fund money for fiscal year 2020-2021 to the Department of Administration for personnel to administer the communication lease review process, including up to $90,000 for a real estate appraiser and up to $160,000 for an attorney specializing in real property law.

Act becomes effective July 1, 2020 and expires January 1, 2025.
