Appropriates $480,000,000 in recurring funds from the General Fund to the Department of Public Instruction for the 2020-2021 fiscal year to increase the Instructional Support Allotment for school mental health personnel.

Establishes statewide staffing ratio targets: at least one school psychologist for every 700 students, one school counselor for every 250 students, and one school social worker for every 400 students.

Requires these funds to supplement, not replace, existing funds already allocated for school psychologists, school counselors, and school social workers.

Takes effect July 1, 2020, with provisions controlling over conflicting provisions in House Bill 966 if that bill becomes law.
