Creates new expunction process for individuals convicted as juveniles of Class H or I felonies or misdemeanors between ages 16-18, allowing expungement upon sentence completion and restitution payment, effective December 1, 2019, for offenses committed on or before November 30, 2019.

Excludes impaired driving offenses and sex offenses requiring registration under G.S. Article 27A from juvenile expunction eligibility.

Requires no filing fee for expunction petitions and directs courts to expunge records from law enforcement agencies, the Division of Adult Correction and Juvenile Justice, Division of Motor Vehicles, and other state and local agencies.

Allows prosecutors electronic access to expunged files maintained by the Administrative Office of the Courts if records were expunged on or after July 1, 2018, under specified expunction statutes.

Streamlines expunction procedures for dismissed charges and not guilty findings by allowing courts to order expunction without formal hearing when district attorney does not object within 10 days of notice, effective December 1, 2019.
