Aligns North Carolina's developmental disability definition with federal law by clarifying it applies to mental or physical impairments or combinations thereof.

Eliminates the rule-making process for implementing co-payment schedules for behavioral health, intellectual and developmental disability, and substance use disorder services, allowing the Secretary to adopt them directly.

Authorizes telehealth for first and second involuntary commitment examinations during COVID-19 emergency, with requirement that examiner be reasonably certain determinations would be the same as in-person examination.

Grants greater flexibility to DHHS, Council of State agencies, Office of State Controller, Community College System, and UNC to classify positions, make hiring decisions, and determine salaries within budgeted appropriations.

Appropriates $17,696 in nonrecurring funds to the Council on Developmental Disabilities for performing its statutory functions and duties.
