Appropriates $20 million in recurring annual funds for 10 fiscal years (2020-2021 through 2029-2030) to five UNC-system HBCUs: North Carolina Central University, North Carolina Agricultural and Technical State University, Fayetteville State University, Winston-Salem State University, and Elizabeth City State University for scholarships, faculty recruitment, course development, and operational support.

Appropriates $10 million in recurring annual funds for 2020-2021 to NC A&T to support doctoral programs in computer science, engineering, energy and environmental systems, education, and rehabilitation counseling.

Appropriates $10 million in recurring annual funds for 2020-2021 to NC Central University to support doctoral programs in arts and sciences, behavioral and social sciences, business, education, library and information sciences, and law.

Modifies the North Carolina Teaching Fellows Program to require selection of at least one UNC-constituent HBCU and one private HBCU for participation, in addition to maintaining a women's college requirement.

Becomes effective July 1, 2020, with the Teaching Fellows Program modifications applying beginning the 2021-2022 academic year.
