Appropriates $10,000,000 from the Coronavirus Relief Fund to the University of North Carolina at Chapel Hill for the North Carolina Policy Collaboratory to conduct a statewide testing, tracking, and tracing initiative for COVID-19.

Funds must be used to create an internet-based portal for business participation, select geographically and economically diverse businesses across agriculture, manufacturing, restaurants, lodging, retail, and entertainment sectors, and deploy testing and tracking technologies.

Requires the Collaboratory to collect, analyze, and report data on the efficacy of public health best practices in conjunction with business reopening and economic activity.

Mandates a progress report to the Joint Legislative Oversight Committee on Health and Human Services by September 1, 2020.

Limits fund usage to the period from March 1, 2020, through December 30, 2020, with availability extended to June 30, 2022, if federal CARES Act amendments allow later expenditure.
