Appropriates $100,000 in nonrecurring funds from the Coronavirus Relief Fund to the Administrative Office of the Courts for fiscal year 2020-2021 as a grant to Caitlyn's Courage, Inc. to conduct a domestic violence prevention pilot program in District Court Judicial District 3A.

Pilot program shall provide judges the option to use GPS tracking devices as a condition of pretrial release for defendants charged with stalking, sexual assault, domestic abuse, and violations of domestic violence protective orders.

Establishes a local implementation team including district court judges, superior court judges, district attorneys, public defenders, law enforcement, domestic violence advocates, court staff, and Department of Adult Correction and Juvenile Justice representatives.

Electronic monitoring devices must have specific capabilities including automatic cellular network switching, GPS signal shielding detection, 48-hour battery life, impact detection, real-time location recording, and automatic victim notification if an offender enters a restricted proximity zone.

Caitlyn's Courage, Inc. shall report to the General Assembly by April 1, 2022 on program effectiveness, costs, and recommendations regarding continuation, expansion, or elimination of the pilot programs.
