Transfer $1,100,000 from the Coronavirus Relief Reserve to the Coronavirus Relief Fund for the 2019-2020 fiscal year.

Appropriate $1,100,000 in nonrecurring funds from the Coronavirus Relief Fund to North Carolina Central University, with $1,000,000 for expanding online learning capacity and $100,000 for addressing student food insecurity and basic needs.

Require NCCU to report on the use of appropriated funds to the Joint Legislative Education Oversight Committee by September 30, 2020.

Appropriate $6,000,000 in recurring General Fund dollars to NCCU for the 2020-2021 fiscal year: $3,000,000 for Biomanufacturing Research Institute and Technology Enterprise (BRITE) operations and $3,000,000 for Julius L. Chambers Biomedical Biotechnology Research Institute (BBRI) operation and repair.

Limit coronavirus relief funds to eligible expenditures incurred between March 1, 2020, and December 30, 2020, with availability to expend extending through December 30, 2020.
